Hoffman Estates Illinois went after Sears with an incentive package then upped the ante when Sears threatened to leave. Sears never lived up to its agreement on number of employees, but the town was "locked in". What if the town had, instead, gone after Amazon or Apple or another growing tech company and let Sears go?
